The FM 39 Relocation Adds to the Diverse Capabilities of Johnson & Pace

Johnson & Pace Incorporated has worked with Texas Westmoreland Coal on several projects including drainage studies, bridge inspections and designs, pond designs, permanent impoundments, designs for haul roads and designs for county roads. Westmoreland Coal is the eighth largest coal mining company in the US, and predominately focuses on surface mining operations. The Jewett Mine, in Jewett, Texas, is a 35,000-acre mining complex and produces seven to eight million tons of lignite each year. Denny Kingsley, VP of Engineering for Texas Westmoreland Coal Company, called on Johnson & Pace for the design of a relocation of Farm to Market Road 39. Westmoreland Coal plans to expand their surface mining operations through the area where the current FM Road 39 exists.

Dan H. Metcalf, P.E., with Johnson & Pace Incorporated, brought 30 years of coal mining experience with him to Johnson & Pace when he joined the firm in 2005. Mr. Metcalf’s team of engineers and technicians are currently working on the design for the relocation. This project overlaps several regulatory sectors and requires the approval of not only the client, but TxDOT and the Railroad Commission of Texas as well. Mr. Metcalf not only needs to design the relocation to meet regulatory approval, but to also meet the client’s needs and budget.

Denny Kingsley, P.E., with Westmoreland Coal has worked with Johnson & Pace on several projects now and knows he has found a great match. Mr. Kingsley had the following to say about his experience. “Our company has developed a strong working relationship with Johnson & Pace and have been extremely pleased with their depth of knowledge and the quality of their engineering services. They are responsive and excel in the area of customer service. We consider J&P as an integral part of our own engineering team. In addition to the FM 39 Relocation Design Package, they have designed haul roads, ponds, diversions, drop structures, as well as to provide construction management services on a major MSHA Pond that has been recently completed. It’s like they say about the PGA professionals, ’these guys are good.’”
